頭(あたま)隠(かく)して 尻(しり)隠(かく)さず
Hiding your head without hiding your bottom.

This proverb is from the behavior of Japanese pheasants (bird).
When the animal chase them, they hide their head in the grass. They think they are hiding well, but their tails are showing and getting caught.

It is interesting, they say the same thing for ostrich in English.
"The foolish ostrich buries his head in the sand and thinks he is not seen."

The head describes the part you are hiding.
The bottom describes the part it is visible/noticeable.
You believe you have hidden your mistakes or secrets well, but everybody knows about it.

In English, "Protect yourself at all points."
